The Welsh Government is inviting applications for three individuals to serve as members on the Arts Council of Wales. These individuals will play a key role in helping the Arts Council of Wales to deliver its strategic priorities of promoting a vibrant, diverse and inclusive culture and an arts sector which is sustainable and innovative.

The appointments will commence 1 April 2025 and if appointed, you will play an important role in delivering the Welsh Government’s strategic policy commitments to promote a rich and diverse culture and a sustainable, viable and innovative arts sector.   

Members of the Council are expected to:

Participate and contribute effectively to the Council’s activities, particularly in terms of defining and developing its strategic direction, setting and achieving challenging objectives, and supporting Welsh Government policy;

Offer review, scrutiny, challenge and support to the Executive;

Promote high standards of propriety in managing public money, and ensure that the Council’s activities are conducted efficiently and effectively, achieving value for money within a framework of best practice, regularity and propriety;

Participate in the corporate planning process, including agreeing annual budget plans for operational programmes and corporate activity; 

Work as part of a Council that positively values difference and challenges unconscious behaviours, and

Appoint, with the Welsh Government’s approval, a Chief Executive, should the necessity arise.

Actively participate in work to widen access and create an inclusive Arts sector and organisation in line with the Art’s Council of Wales’ Widening Engagement Action Plan and the Welsh Government’s Anti-racist Wales Action Plan, Action on Disability Framework and the LGBTQ+ Action Plan.

To strengthen and balance the Council Membership and deliver on strategic priorities over the next three years, Members will need to demonstrate the qualities, skills and experience to meet all the essential criteria for appointment: The full person specification and essential criteria are included in the applicants’ information pack.

The appointment will be for an initial term of three years and will require a commitment of 1.5 days a month on Council business and attendance at all Council meetings in varying locations in Wales.  These posts are unremunerated although travel and subsistence costs will be reimbursed.

The Welsh Government believes that public bodies should have board members who reflect Welsh society - people from all walks of life - to help them understand people's needs and make better decisions.  This is why the Welsh Government is encouraging a wide and diverse range of individuals to apply for appointments to public bodies.  Applications are particularly welcome from all under-represented groups including women, people under 30 years of age, members of ethnic minorities, disabled people, lesbian, gay, bisexual and trans people. The principles of fair and open competition will apply and appointments will be made on merit.

Mae Llywodraeth Cymru'n gwahodd ceisiadau i ddau unigolyn wasanaethu fel aelodau Cyngor Celfyddydau Cymru. Bydd yr unigolion hyn yn chwarae rhan allweddol wrth helpu Cyngor Celfyddydau Cymru i gyflawni ei flaenoriaethau strategol o hyrwyddo diwylliant bywiog, amrywiol a chynhwysol a sector gelfyddydol sy'n gynaliadwy ac arloesol.

Bydd y penodiad yn dechrau 1 Ebrill 2025 ac os byddwch yn cael eich penodi, byddwch yn chwarae rl bwysig yn cyflawni ymrwymiadau polisi strategol Llywodraeth Cymru i hyrwyddo diwylliant cyfoethog ac amrywiol, a sector celfyddydau cynaliadwy, hyfyw ac arloesol.

Mae disgwyl i Aelodau’r Cyngor:

Gymryd rhan yng ngweithgareddau'r Cyngor a chyfrannu atynt yn effeithiol, yn enwedig o ran diffinio a datblygu ei gyfeiriad strategol, gosod a chyflawni amcanion heriol, a chefnogi polisi Llywodraeth Cymru;

Adolygu, craffu, herio a chefnogi’r Weithrediaeth;

Hyrwyddo safonau uchel o uniondeb wrth reoli arian cyhoeddus, a sicrhau bod gweithgareddau'r Cyngor yn cael eu cynnal yn effeithlon ac yn effeithiol, gan sicrhau gwerth am arian o fewn fframwaith o arfer gorau, rheoleidd-dra ac uniondeb;

Cymryd rhan yn y broses gynllunio gorfforaethol, gan gynnwys cymeradwyo cynlluniau cyllideb blynyddol ar gyfer rhaglenni gweithredol a gweithgareddau corfforaethol; 

Gweithio fel rhan o Gyngor sy'n gwerthfawrogi gwahaniaeth ac yn herio ymddygiadau anymwybodol;

Penodi Prif Weithredwr, os oes angen, ar l cael sl bendith Llywodraeth Cymru; a

Chymryd rhan weithredol mewn gwaith i ehangu mynediad a chreu sector a sefydliad Celfyddydol cynhwysol yn unol Chynllun Gweithredu Cyngor Celfyddydau Cymru ar Ehangu Ymgysylltiad a Chynllun Gweithredu Cymru Wrth-hiliol Llywodraeth Cymru, y Fframwaith Gweithredu ar Anabledd a’r Cynllun Gweithredu LHDTQ.

Er mwyn cryfhau a chydbwyso Aelodaeth y Cyngor a chyflawni blaenoriaethau strategol dros y tair blynedd nesaf, bydd angen i'r Aelodau ddangos y rhinweddau, y sgiliau a'r profiad i fodloni'r holl feini prawf hanfodol ar gyfer eu penodi: Mae manyleb lawn y person a'r meini prawf hanfodol wedi'u cynnwys ym mhecyn gwybodaeth yr ymgeiswyr.

Bydd y penodiad am dymor cychwynnol o dair blynedd ac fe fydd angen ymrwymiad o 1.5 diwrnod y mis ar fusnes y Cyngor a bydd angen mynychu holl gyfarfodydd y Cyngor mewn lleoliadau amrywiol yng Nghymru.  Mae'r swyddi hyn yn ddi-dl er y bydd costau teithio a chynhaliaeth yn cael eu had-dalu.

Mae Llywodraeth Cymru yn credu y dylai cyrff cyhoeddus gael aelodau o'r bwrdd sy'n adlewyrchu cymdeithas Cymru - pobl o bob cefndir - i'w helpu i ddeall anghenion pobl a gwneud penderfyniadau gwell.  Dyna pam mae Llywodraeth Cymru'n annog ystod eang ac amrywiol o unigolion i wneud cais am benodiad i gyrff cyhoeddus.  Mae croeso arbennig i geisiadau gan bob grp sydd wedi'u tangynrychioli, gan gynnwys menywod, pobl dan 30 oed, aelodau o leiafrifoedd ethnig, pobl anabl, pobl lesbiaidd, hoyw, deurywiol a thraws.
