Summary

This is an exciting and unique opportunity to join us in the UK Defence Exploitation Facility (UK DEF). We carry out exploitation of recovered materiel to provide impactful intelligence to support military and security operations.

The Identity Investigation Team (I2) focuses on the recovery, processing and analysis of biometric modes (such as Nuclear DNA and fingermarks) in circumstances where intelligence, or evidential value, may be acquired from personnel or materiel associated with the illicit use of explosives, or IEDs.

As BLADE Administrator within I2 you will utilise your hard won skills as a Latent Print Examiner (LPE) to support casework processing and also to inform your role as administrator of the our AFIS system (BLADE). You will ensure the system is accurately and efficiently utilised maximizing the impact we bring in providing high value biometric based evidence. Additionally, you will support I2s operational needs with internal Dstl partners and be part of ensuring MOD and UK interests are represented with our external partners, service supplier, Home Office and at an international level. This technical excellence will influence and inform policy and procedure at all levels in the essential work of MPE.

Join a flexible team providing experienced ACE-V of finger, palm and plantar marks developed from recovered material, with prints taken from individuals in the course of an investigation.

As a BLADE Administrator you will:

Be providing the leading professional contribution on fingerprint searching and comparison utilising BLADE, coordinating the strategic intent and the activities which will deliver it whilst ensuring maximum benefit for customers and partners such as value for money, judicious procurement, effective partnering and assurance of work.

Produce timely reports and support/lead on briefings or other work with AFIS suppliers and overall system governance to ensure the needs of Dstl are represented and system improvement is efficient.

Combine your systems knowledge and your fingerprint expertise to be a key contact assisting internal partners with the development of biometric support systems and associated policy

As a recognised LPE you will:

Assist (where possible) in the examination of MOD material in accordance with SOPs, Dstl Health & Safety guidelines and designated priority criteria, to support operations and to deliver impactful results.

Perform the first, second or third verification of any identification.

Perform quality checks of the known samples taken as reference enrolments.

Provide written statements on work carried out and provide verbal testimony in a court of law when required.

Carry out appropriate Quality Assurance, peer checks, audits and connect with customers, partners and suppliers to ensure continuous improvement to quality, timeliness and cost.

Deliver valuable training in forensic recovery and preservation techniques to military units and others during their training and/or pre-deployment activities.

Responsibilities

No direct line management or budgetary responsibilities but you will lead on mentoring other LPEs in learning about best-practice use of BLADE and supporting the team in delivery of briefing to others on friction ridge identification and other forensic practices. Additionally you may be required to support and mentor trainee LPEs supporting and improving their skills toward gaining competence and reaching their own expert status.

You will be expected to lead internally to Dstl and partner externally on the maintenance and improvement of a system critical to force security and Counter Terrorism. This will enable our team to generate outputs contributing to the end to end exploitation process which will be distributed widely within theatre, MOD, wider government, law enforcement and international partners and will be used to inform and steer both current operations and strategic aims. To provide day to day support of the BLADE system and liaising with helpdesks, rectifying error transactions, managing IT equipment and mobile devices related to it.

This unique role is a fusion of skillsets from the LPE and computing worlds and will provide you with the challenge to influence and improve the application of your specialism at a national/international level. An exciting and rewarding challenge indeed!

We are looking for someone who has:

A demonstrated ability as a Fingerprint Specialist and as an AFIS System Administrator in a recognized UK fingerprint bureau with validated experience of at least 5 years.

(If currently practicing in a bureau with ISO accreditation), demonstrable competence under your current quality system. (If not currently practicing), been listed on the National Register of Fingerprint Experts.

An understanding of the legal requirements for forensic science.

Practical, solid understanding of MS Office applications, data collection and database use.

A desire to continuously improve and refine working practices, tools and techniques to the benefit of the team, our partners and customers.

Qualifications

Successful completion as a trainee of a recognized UK learning program up to and including the Advanced Fingerprint Course (or equivalent).
