Finance Analyst (12 Month FTC)

Birmingham, West Midlands

Team Overview

The Business Planning & Reporting team sits within the Finance team and is responsible for the budgeting and business planning across Ofcom.

Purpose of the Role

To support the Financial Management of the 700MHz Clearance Programme - a Grant Scheme established by Ofcom to reimburse the DTT Multiplex and spectrum licensees for the incremental and efficiently incurred costs linked to 700 MHz spectrum clearance, now allocated for use by mobile data (5G) via auction. This programme is scheduled to complete in September 2021.

To ensure finance processes and controls for the scheme are managed in a timely and controlled manner and incorporated into Finance Business as Usual (BAU) activities. Responsible for conducting a range of activities including supporting programme delivery and closure, grant payments, analysis, reconciliations, reporting and assurance. The role will include month-end closure duties to ensure all output is accurate and complete.

Requirements of the Role

(1) Support the 700MHz Clearance programme Grant Payment process by:

- Leading on payments of monthly infrastructure grants

- Leading on Ofcom internal Payment Request Notice sign-off process (by co-ordinating with the Ofcom Executive Team and suppliers) to ensure all costs are explained and in-line with the grant award and grant scheme

- Co-ordinating with Spectrum Services Procurement team and Payables to ensure payments are made in a timely manner

- Maintaining Grant Payment Tracker reports on a monthly basis

(2) Month End closing duties: Ensure all output is accurate and complete:

- Assist with closing out the month-end accounts in line with governance frameworks

- Working collaboratively with budget leads to ensure all 700MHz Clearance supplier invoices (professional services etc) are approved and paid or accrued by month-end

- Prepare and post 700MHz Accrual and Correction journals accurately on a monthly basis

- Prepare Balance Sheet reconciliations for 700MHz Clearance and Other Expenses accurately

- Supporting the 700MHz Finance Business Partner on 700MHz Clearance related ad-hoc projects and analytical reviews as required

(3) Support the delivery and closure of the 700MHz Clearance programme in line with the programme deadline:

- Lead on the Grant Reconciliation Process (e.g. conducting weekly Reconciliation catch up meetings with internal programme stakeholders to ensure throughput is maintained)

- Support the Grant Award process (e.g. reviewing Grant Award documents to meet deadlines requested by the Ofcom Executive Team)

- Retain financial control over all Grants on a monthly basis.

- Assisting in the 700MHz Clearance programme Purchase Order creation process

(4) Reporting and Assurance:

- Working with the Senior Finance Analyst to provide assurance of financial accuracy and completeness

- Contributing to and assisting with the preparation of monthly Group Reporting packs to include financial analysis and commentaries

- In conjunction with the Finance Business Partner, support and develop annual budgets and quarterly forecasts

- Producing the monthly cash position report for submission to the Finance Services team

- Support the team to ensure document management, process guidelines and framework documents are up to date and compliant

- Support the monthly programme cost forecast and grant payments review call with programme delivery partners to discuss movements in forecast and highlight any grant payment queries

- Liaise with and provide audit files for the National Audit Office as part of the annual audit and support internal audit reviews

Qualifications

Ideally qualified or part qualified and studying towards a CCAB qualification.
