Appointment of an Independent Chair to the Regulatory Board for Wales 

Remuneration:  £256 per day plus reasonable expenses

The Regulatory Board for Wales (RBW) examines the regulatory performance and activity of the Welsh Government and the social housing sector, by considering annual reports and guidance from the regulator, and other publications on the performance of the sector. RBW will use that information to advise ministers on the performance of the regulator, the sector and any related policy implications and therefore on any changes required to the regulatory framework for housing associations in Wales. 

The Independent Chair will have: 

• a sound understanding of the political and policy framework and be able to offer policy advice and guidance to ministers and civil servants 

• ideally, a background in housing provision and housing policy, and an understanding of public service, regulation and the non-profit housing association sector 

• established chairing skills and ability to work effectively with a board with diverse skills 

• the appropriate standing and relevant expertise to secure the support of housing associations in Wales, tenants and the wider community as represented in the RBW, and 

• an understanding of, and commitment to, inclusive leadership, equality and diversity. 

The independent chair is expected to spend at least 6 days per quarter on RBW business; RBW business is conducted in locations across Wales.

Mae Bwrdd Rheoleiddiol Cymru yn archwilio perfformiad a gweithgarwch rheoleiddiol Llywodraeth Cymru, a'r sector Rheoli tai, drwy ystyried adroddiadau blynyddol, a chyfarwyddyd gan y Rheoleiddiwr, ynghyd chyhoeddiadau eraill ar berfformiad y sector. Bydd y Bwrdd yn defnyddio'r wybodaeth honno i roi cyngor i'r Gweinidogion am berfformiad y rheoleiddiwr, y sector ac unrhyw oblygiadau polisi cysylltiedig, ac felly am unrhyw newidiadau sydd eu hangen i Fframwaith Rheoleiddiol Cymdeithasau Tai yng Nghymru. 

Bydd gan y Cadeirydd Annibynnol: 

• ddealltwriaeth gadarn o'r fframwaith gwleidyddol a pholisi a'r gallu i gynnig cyngor a chyfarwyddyd polisi i Weinidogion a gweision sifil 

• yn ddelfrydol, cefndir mewn darparu tai a pholisi tai, a dealltwriaeth o wasanaeth cyhoeddus, rheoleiddio a'r sector cymdeithasau tai dielw 

• profiad blaenorol o fod yn gadeirydd, a dylai fod yn gyfforddus yn gweithio gyda Bwrdd sgiliau amrywiol 

• statws priodol ac arbenigedd perthnasol er mwyn sicrhau cefnogaeth Cymdeithasau Tai yng Nghymru, tenantiaid a'r gymuned ehangach fel y'i cynrychiolir ar y Bwrdd 

• ymrwymiad i arweinyddiaeth gynhwysol a chyfle cyfartal. Bydd disgwyl i'r Cadeirydd Annibynnol dreulio o leiaf 6 diwrnod y chwarter ar fusnes y Bwrdd. Cynhelir busnes y Bwrdd mewn lleoliadau ledled Cymru. 

Mae'n bolisi gan Lywodraeth Cymru i hyrwyddo cyfle cyfartal a'i ymgorffori ym mhob agwedd ar ei gwaith, gan gynnwys penodi i gyrff cyhoeddus. Mae'n croesawu ac yn annog ceisiadau gan grwpiau sydd heb gynrychiolaeth ddigonol ar hyn o bryd gan gynnwys menywod, cymunedau ethnig lleiafrifol a phobl ag anabledd. Bydd egwyddorion cystadleuaeth deg ac agored yn cael eu parchu, a chaiff y penodiadau eu gwneud ar sail teilyngdod.
