Health and Safety Inspector - Highways - South of England
6 Month Contract
Highways England have awarded telent the contract for the operation and management of NRTS (National Roads Telecommunication Services), a critical component of national infrastructure supporting the country's 4,400-mile strategic road network. telent will take on the NRTS network in 2018 and provide an end-to-end managed service to build, maintain, and modernise the network.
To provide competent Health and Safety advice to the telent NRTS business.
To ensure implementation of the EHS Management System relevant to the telent NRTS business operations and as detailed within the telent Management System.
To provide site monitoring and inspection activities for highways works.
To provide support in the ongoing maintenance of the telent Management System and Hazard Logs.
To promote a positive health and safety culture throughout the organisation.
Monitor and report on contractors and staff for compliance with requirements of the project via safety inspections and audits. Reporting the findings with recommendations and requirements to meet and/or improve standards.
Ensure that all health, safety and environmental documentation throughout the life cycle of a project is produced, reviewed and maintained. Assist and support our Contractors in the production of documentation where needed including Construction Health and Safety Plans and Site Waste Management Plans.
Liaise with Local Authorities, landowners and members of the public. Where necessary communicate any planned works.
Liaise with Principal Contractors to ensure communication and co-operation duties under CDM 2015 are fulfilled.
Produce and undertake Project Inductions for all activities, outlining all safety and environmental aspects of the project.
Maintain a continual assessment of competences and where necessary undertake training. (Particularly NHSS 8/ECS).
Provide internal training for all members of the workforce with regard to health and safety best practice through safety briefings and Tool Box Talks.
Complete method statements and risk assessments for work and review sub-contractors documentation for project work.
Liaise with Project Managers and support all members of the project team on safety matters. Keeping them up to date with the latest legislation and key issues by regular briefings.
Monitor safe working practice, reporting any non-conformance. Investigate breach of practice and publish the findings.
Monitor Personal Protective Equipment (PPE), making sure all personnel are properly equipped with the correct PPE and that it meets the standards required for the work.
Business Operations Skills - Experience:
Indepth working knowledge of EHS legislation for highways/construction.
Practical use of Microsoft Office applications and IT based Document Management Systems.
Knowledge of operational telecommunications and/or traffic environments and their associated risks.
Business Operations Skills - Qualifications:
Recognised industry Health and Safety qualification, eg NEBOSH Certificate
Recognised highways industry site attendance (eg ECS)
Recognised IOSH Membership
