Housing and Planning

Starting salary: £ 34,390

Want to play your part in shaping policy in London?

These are challenging times for public services. We are looking for a highly motivated person with enthusiasm, innovative ideas and the ability to work flexibly in a dynamic, quickly changing policy environment.

Although this is a generic policy post, the immediate need is in the Housing and Planning policy team. You will need to have experience of contributing to policy development in these policy areas.

London is currently facing an acute housing crisis and a constantly shifting legislative and policy agenda. There is a crisis in homelessness and a need for new policy solutions. Consistently, planning policy is changing and boroughs must react to the change. The scale and nature of the housing challenge demands innovative solutions at borough and pan-London level that draw on all the strengths of London local government.

You will need to develop a firm grip on a range of skills including policy development, statistical analysis, financial modelling, and the ability to communicate with clarity and impact both in writing and verbally. You will also build a good understanding of housing and planning policy and practice in London, to help create those innovative opportunities for London Boroughs and for Londoners. You will develop housing, homelessness, planning and development policy to support faster home building and economic growth in London, and address challenges like how boroughs can respond to new housing targets through planning.

Contributing to policy development, you will research a variety of housing, planning and infrastructure development issues, managing research and policy projects as well as drafting briefings, presentations and reports. You will also need to manage a number of stakeholder relationships including with officers in the boroughs, City Hall, central Government.

You will have understanding of issues and policy in relation to housing, homelessness, planning and infrastructure investment, along with a good awareness of borough housing and planning roles. You will also have an ability to communicate, negotiate with and influence a diverse range of people, as well as experience of creative problem solving and managing a varied workload in a pressurised environment.

London Councils represents the 32 boroughs and the City of London. We aim to get the best deal for Londoners and to ensure that London’s councils have the resources, freedoms and powers to do the best possible job for their residents and local businesses. We also run a number of services on behalf of the boroughs including the Freedom Pass, Taxicard and Health Emergency Badge.

Closing date for applications: 24 July 2018.

Interview dates: Tuesday 30 July/Wednesday 1 August 2018.
