Background

The House of Lords Administration employs over 600 staff, providing the administrative and logistical support for the House of Lords to work as an effective second chamber of Parliament. The Finance Department, under the Finance Director, has 40 staff. It provides financial services to the House of Lords, including financial management and reporting, budget planning and control, procurement (for both Houses), payment services (including claims for financial support for Members) and staff payroll.

The House of Lords is establishing a finance business partnering model to assist the Administration in delivering its priorities, manage the day to day activities whilst ensuring value for money. The House of Lords Finance Department has a vacancy for a Finance Business Partner who will work with the Head of Finance Business Partnering and other Finance colleagues to ensure a high-quality support service is provided to budget holders and senior managers. 

The Role

The main objective of the role is to provide good financial management and ensure effective budgetary control across the Administration by using finance expertise, building and maintaining effective relationships to provide support, advice and constructive challenge to stakeholders and all levels whilst ensuring value for money for Parliament. 

The Person

The successful candidate will have the following skills/experience:

-Technical skills - Relevant financial management and accounting skills including an understanding of the public sector financial framework as it applies in central government; excellent IS/IT skills, including experience of computerised accounting systems and Microsoft Office applications, in particular Excel to an advanced level;

-Professionalism, Tact and Discretion - Experience in finance business partnering, building and maintaining effective working relationships and networks at all levels, working with external auditors and other key stakeholders;

-Analytical skills and problem solving – Strong analytical skills with experience of analysing large volumes of complex data; the ability to identify problems and risks and propose solutions;
