Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services

HMICFRS is an organisation with very old roots (back to 1856).  It is an inspectorate, not a regulator.  Regulators have hard power: the power of intervention, direction and enforcement.  Inspectorates have soft power: the power of their voices and their authority. It's different power, and it is power the HMICFRS exercises every day to make real differences.  A review of its reports on, crimes against older people, child protection, crime recording, cyber-crime and so many others will show you that what the inspectorate says gets changes made, and they're changes for the better.  

HMICFRS has recently grown much bigger. To its responsibilities to inspect and report on the efficiency and effectiveness of the police in England and Wales has been added the job of doing the same for the fire and rescue services in England.  It now inspects fire and rescue services to the same high standard as we apply to all we do in policing. 

 

The operational heart of HMICFRS is of course at the core of its ability to do that work well, to ensure it achieves value for money, to look after its staff as they do the often arduous work of on-site inspections and at-base analysis and report-writing, and to deal with the many competing outside pressures which come with the job it undertakes. 

 

Policy, and relations with other pieces of government are also critical to its success.  The Home Office looms largest, but it works with four other central government departments, as well as other policing and criminal justice institutions (such as the College of Policing, the IOPC, the NPCC, the APCC and other inspectorates for prosecution, prisons and probation); it does much the same for fire. 

 

Sitting on the HMICFRS Board you will work with the HMCI and four HMIs in what is a hugely stimulating, professionally satisfying and uniquely challenging role.  You will be working with bright, able people, people who are dedicated to public service in these, the most essential, safety-critical monopoly public services of all.
