Job Description

HM Revenue & Customs (HMRC) is one of the largest and most complex government Departments of State and one of the largest organisations in the UK.  Operating in a large data environment, every year we collect annual revenues of £540 billion from 50 million customers and 5 million businesses and we pay out more than £109 million in benefits and credits every day.

The issue of tax avoidance and evasion has never been more topical or relevant and we remain committed to opportunities to narrow the tax gap.  Our highly respected, world-class Risk and Intelligence Service and its cutting-edge approach to analysis is fundamental to our ongoing success in this endeavour.  Overseeing 3000 staff across 29 main locations, the Director, Risk & Intelligence Service (RIS) has a leading role in our battle against tax cheats, fraudsters and organised crime through the inspiring leadership of a team that is at the forefront of innovative and insightful data exploitation.  

As one of HMRC’s two key data science leaders, you will have a remit to further develop and continuously improve HMRC’s outstanding Risk and Intelligence capability, leading the development of (and response to) our Strategic Picture of Risk.  Providing crucial support to other intelligence and law enforcement agencies to help disrupt organised crime at source, you will operate with significant scope and visibility through oversight of HMRC’s global network of intelligence officers and your leadership of highly targeted national campaigns to encourage voluntary compliance.  You will also play an increasingly important role in our exciting transformation agenda, influencing and supporting next generation smart data exploitation and new digital services to ensure that we remain at the forefront of strategic risking in every aspect of our operation.  

You will be an accomplished, visionary and pragmatic leader with a coherent track record of managing strategic risk and maximising data to deliver required business outcomes in a large, complex analogous organisation which exploits analytics on an industrial scale.  High integrity and with sound judgement, you will be adept at providing inspiring and coherent leadership to a sizeable strategic risk/ analytics function to achieve outstanding results, acting on opportunities to evolve and improve operations whilst creating an environment in which subject matter experts can thrive.
