Job Description

The UK’s public sector holds knowledge assets (intangible assets such as intellectual property, data, R&D etc) in many fields, spanning from health data to fusion energy, agri-tech to meteorology, and artificial intelligence to cyber security.

In the 2020 Spending Review, HM Treasury announced the creation of a new strategic capability unit, the Government Office for Technology Transfer (GOTT), and an accompanying fund to scout and develop knowledge assets across the public sector.

As the inaugural CEO of GOTT, you will be responsible for:

• delivering the objectives of the Knowledge Assets programme

• building and leading this new unit and its associated fund within BEIS, and

• driving an ambitious change in the culture and approach to the public sector’s management of its knowledge assets.

Your actions will be helping to unleash a new wave of innovation, working to cement the UK’s reputation as a “science superpower”.

This is a high-profile role, and the ideal candidate will be able to:

• set up and lead a new unit that will drive a significant cultural change across the public sector

• foster an environment that supports the development of innovative ideas and entrepreneurial culture

• demonstrate and utilise their extensive experience and understanding of the technology transfer sector

• develop and inspire new and diverse teams, with an established track record in leading transformational change and working across complex organisations

• work collaboratively to negotiate and influence change in complex stakeholder environments.

The Department for Business, Energy and Industrial Strategy (BEIS) encourages applications from those within the Civil Service and external candidates, including individuals from underrepresented groups.

We are building an inclusive culture to make BEIS a brilliant place to work where our people feel valued, have a voice and can be their authentic selves. We value difference and diversity, not only because we believe it is the right thing to do, but because it will help us to be more innovative and make better decisions. We actively welcome applications from anyone who shares our commitment to inclusion. We will fully support candidates with a disability or long-term condition who require adjustments during the recruitment process.

BEIS offers a competitive mix of benefits including:

• A culture of flexible working, such as job sharing and compressed hours.

• Automatic enrolment into the generous Civil Service Pension Scheme.

• A minimum of 25 days of paid annual leave, increasing by 1 day per year up to a maximum of 30.

• An extensive range of learning & professional development opportunities, which all staff are actively encouraged to pursue.

• Access to a range of retail, travel and lifestyle employee discounts.
